Welcome to this edition of our 2026 newsletter series, where we bring you the latest insights from the perspective of a structural engineer. In this issue, we turn our attention to Leaky Ministry of Education (MoE) buildings – facilities that play a vital role in supporting learning environments and community outcomes, yet can face significant challenges when moisture intrusion compromises their performance and longevity.

As we wrap up another busy quarter, I want to pull back the curtain on a highly specialised area of our work: weathertightness remediation for Ministry of Education buildings. Managing these complex school upgrades requires a completely different approach from a standard new build. From maintaining safe and functional learning environments during construction to uncovering hidden defects and coordinating remediation works across ageing assets, these projects demand careful planning, technical expertise, and a thorough understanding of building performance.

We explore the causes and consequences of weathertightness failures, including building envelope deficiencies, material deterioration, hidden structural damage, and the impacts on occupant safety and building usability. We also examine the practical considerations involved in investigating, assessing, and remediating affected school buildings while minimising disruption to students and staff.

WEATHER TIGHTNESS REMEDIATION FOR THE MINISTRY OF EDUCATION (MoE) Buildings.

The process begins with careful investigation and assessments long before we get involved. Although beneficial, they do not tell the full picture, as they are generally non-intrusive and focused on the building condition only. The biggest obstacle in these projects is what we cannot see. School remediation projects are notorious for hidden issues, as quality control during nineties and early two thousands was poor, and contractors were often left to carry out the work unsupervised. Once the contractors strip away the defective cladding, we almost always uncover severe, unforeseen framing decay, compromised load paths, missing structural element, and degraded steel connections hidden inside the walls. These discoveries can easily lead to significant construction delays and sudden, unbudgeted cost blowouts if not handled quickly.
